Internal operator messages

Announcements are shown on portals selected in the form (SYSTEM / USER / SERVICE / AGENT) when the user has matching access (as in the site header). The list below is for SYSTEM administrators only. Regular conversations are under Messages. For UI embedding: GET /api/portal/announcements.
